44. I think it's important to preserve artifacts, so how about they be registered and permitted on

that type of basis - as historic artifacts? I think that would be quite all right, don't you? It could work that people voluntarily register them and get a permit for a small fee, and if they're sold, the sale or transfer of ownership has to be registered. Heck we have to do it for dogs, should do it for guns too.
