Lots of things happen at the same time in the world. Sometimes announcements are planned to coincide with something else. Sometimes they just happen when they are ready.

The budget is on a pretty tight timeline right now and it's possible he just needed to get out of the way. He's still there publicly but I'd guess that he's out of the way as far as back room negotiations go. Or maybe this was his concession to get his way on the budget - he announces retirement and those who want him gone don't shutdown the government.

We may never know if he or Hillary gave the Pope's visit a second thought in determining the best time for their announcements. But we can argue forever that they should have. I'll give them both the benefit of the doubt that they did what was right for them and their announcement and weren't trying to undermine the pope or bury their announcement in pope news.
