2. I find it on Rence.com and other rabid right wing sites. Rence is virulently anti-Semitic,

hyper nationalist, and conservative int he most hateful and vile sense of the word. The other places I saw it mentioned are not much better.

It is supposed to illustrate how the poor will refuse to work and, instead, "suck the hind tit" of the government because the poor are lazy an can be controlled with money.
