16. FEMA tracks the status of a Waffle House in natural disasters...

...as whether or not a Waffle House stays open, how fast a Waffle House re-opens, or whether or not there is an increase in customers because of infrastructural break-down - stranded communities and travelers will congregate at the local Waffle House if it can remain open.
Waffle Houses are typically the first businesses to re-open. And because of they tend to be in locations where there are weather emergencies, they have natural emergency protocols that allow them to manage their resources to continue operations during floods, heavy storms, hurricanes, tornado aftermaths for close to a week in isolation.
