5. The problem with the whole concept is that when the bottom row shatters,

that is, when the bottom row can no longer support themselves and all of the 'privileged few' above them, when the bottom row can no longer put food on the table for their children, that is when the pitchforks come out and the "Committee for Public Safety" gains sway. And the 'haves' have absolutely no idea why or what is happening. They only know that the tumbrils are coming to take them away.
