Of course Trump could really cement his populist base by vetoing the bill and coming off as a savior, or signing it somehow blaming Obama. I think the GOP greatly underestimates Trump’s easily fed ego and they think they can totally control him. His mood or who really has his ear at any given moment will determine his actions, and of course $$$$$$.
