Are they in lower positions by their own choice? Sure the Trump administration isn't exactly friendly toward women, but even in the Obama administration there was some difference. How much of that difference is explainable by the choices (whether conscious or otherwise) that women make versus bias (again conscious or otherwise) those in a position to hire have.

I think you can certainly put some of the blame on Trump, but I don't know if you can put all of the blame on Trump.
