He booted our diplomats after Congress took action, but before Trump even had a chance to sign the bill. By doing that, Putin allows Trump to do what he has to do (politically). Putin gets to do what he wants in response to Congress, not Trump, and they both avoid some awkwardness on the international stage.

Not surprising. Some bosses will ocassionally do nice things for their employees...
