They've never (to my knowledge) removed any of his tweets. I've reported a number of tweets that are racist, misogynistic, or appear to incite violence.
For any ordinary citizen, his account would have been removed. They have decided the fact that he is the president makes it appropriate (and open to interpretaton) political commentary and that outweighs his blatant violation of their TOS.

It doesn't stop me from repeatedly reporting him . . . but don't hold your breath waiting for them to delete it, unless you feel like passing out.
