It's not only political, it's a black-and-white, Western-versus-indigenous, rich-versus-poor issue that is both 'popular' and 'populist' and involves a hefty price tag for some Zimbabwean departments. It's less an issue of "justice" in the sense of "enforcing the law" and more an issue of justice in the sense of "what does the crowd and, more importantly, the politicians think is right to punish this guy?"
Did I mention it's Zimbabwe? The government there has had a lot of DUer support unless it was doing something really and truly horrible to the wrong people. Even then, that something had to be really and truly horrible, and the "wrong people" had to be above reproach. If 50,000 people did but were politically suspect the condemnation was muddled.
