It absolutely does protect manufacturers from negligence and defective products so long as the shooter discharged the weapon "volitionally" and that shooting constituted a criminal act. Duh, all mass shootings are criminal acts. So, gun manufacturers are immune from producing dangerously designed consumer products that have no business in civilian hands and that are so irresponsibly marketed that they easily fall into the hands of people who should own no guns, let alone military style mass killing machines.
