A parade requires a permit, and the organizers get to determine who is in the parade. A demonstration requires no permit, but anyone can show up who wants.
jberryhill, did I get that right?
If everyone who walked along a sidewalk with a sign were arrested in DC,... Well, I can't even think of an end to that sentence.
