There are revenues associated with leasing offshore drilling rights. The budget resolution gives the appropriate committees the reconciliation directive to raise $X Billion over the next five years and the committees craft legislation that opens up previously closed areas for leasing.

It's "not appropriate" in the same sense that Republican welfare "reform" or Democrats ACA were not appropriate. That is... theoretically, but not in practice.
