Fascists around the world have long understood that, and in recent years neo-fascists have used it to win a number of close elections with otherwise unelectable candidates.

Rajoy's surprise reelection in Spain, Macri's narrow runoff win in Argentina, Turnbull's squeaker in Australia (to some extent), Le Pen in France this May in all likelihood, and of course Trump, are but a few recent examples of candidates that won by a hair largely thanks to dog-whistle politics.

And in the case of Trump, Russian vote hacking - but that's a different story.
