There are Title 10/Title 50 constraints (i.e. war fighting vs. intelligence collection) that preclude that option, in addition to the typical rice bowl issues.
You're right, Trump isn't capable of making sensible decisions, but it sounds to me that someone around him has been talking about creating a separate Space Force, and it's rattling around in his head. Sounds as if he wants to claim it as his original idea.
