and he noted something that was new to me regarding how they "define" terrorism. And aside from the stuff we normally hear (done for "political agenda", has some kind of "manifesto" ), he said involves "two or more individuals".

Seems that way, they can use the term "lone wolf" if it's just one person doing it (-my take: unless they yell "Allahu Akbar" and then suddenly "lone wolf" goes away. ).
