Last week, the Kentucky legislature passed a bill that will make it harder for coal miners to get diagnosed with, and treated for, black lung: a horrific respiratory disease thats killed more than 76,000 miners since 1968, according to the U.S. Department of Labor.
Heres how the legislation works. If a miner files a black lung claim with the state, only a federally licensed pulmonologist can review the x-rays and ultimately make a diagnosis. Before, radiologists could offer a diagnosis as well.
That sounds like a minuscule change, but consider this factoid from NPR: Just six pulmonologists in Kentucky have the federal certification to read black lung X-rays, and four of them routinely are hired by coal companies or their insurers, according to an NPR review of federal black lung cases.
