The time factor is probably bigger though. Along with people's stupidity. They conclude 'it's been 2 years and we've not been shown bombshell/smoking gun evidence, so maybe Mueller has nothing'.
Honestly it's POSSIBLE Trump himself wasn't aware of collusion by the people around him. Clearly the people around him DID SO, but there's a small chance he wasn't aware, or if he was, he never ordered anyone to do so.
The Stone case is probably the best shot we have at proving he did. The fact that he called Trump basically IMMEDIATELY upon Wikileaks receiving the stolen DNC/Podesta docs from Guccifer 2.0/DCLeaks ... is potentially highly damning. Esp. if it can be proven Stone knew that a foreign government was behind the theft and conveyed that to Trump.
Or if Mueller finds proof that anyone close to Trump ever RECEIVED any of the stolen DNC docs.
