It's odd indeed that asking in the very first question if Mueller's probe can be trusted can and will have an effect compared to what the replies would have been if the first few questions had been about Trump, his trustworthiness, etc. It's a common practice to mix these questions up each time (if not every time) to try and eliminate bias. Consider: in the very same poll, a separate or a series of separate questions about Trump's 'ratings' were quite bad.
Once again, I wouldn't put too much stock in this poll as experts pollsters will ask these same questions (in different ways, over time, with different respondents) in order to detect a trend and determine just how 'proof-positive' said answers will be.
