the Prime Minister's ability to "prorogue" Parliament is only with the permission of the Crown (in Britain's case, the Queen, and in Canada's case, the Governor-General, who is the Queen's representative).

Given that there are some indications that Queen Elizabeth is not terribly enthusiastic about Brexit, it's unlikely she would give her permission. No doubt her weekly conferences with the Prime Minister (Tuesdays, I believe) have been used to discreetly show her displeasure over such a move.

Boorish Boris may think he has all the dictatorial discretion of the U.S. President. He does not.
