Re-instating a draft won't be easy or simple. At least I don't think so. Although modern computer technology could make it very fast and easy.
Since every person now gets a SS number early in life, and since the Social Security Administration therefore knows everyone's date of birth, and possibly gender (I'll assume for simplicity a simple binary male or female, even though I know there are those who don't quite fir into the simple binary delegation) it would be incredibly easy, come to think of it, to send out draft notices to all eligible people of the right age.
More to the point, even with some kind of re-instated draft, it would take time, as in at least several months, to draft those needed and then to train them.

We don't have a draft sepcifically so the military can have wars like ones with Iran, Iraq and Afgha
