It's not necessarily a "no obnoxious behavior on the airplane," or else no screaming babies would ever be allowed on the airplane (to sit behind me). The entire crew is responsible for the safety of the flight; an unruly group--or a Karen--who keep the flight attendants from doing their jobs, which include making safety announcements on the P.A. or enforcing the mask rule, could find themselves met by federal agents at the gate.

There is the exception, of course, for couples who wish to use the lavatory to join the "mile-high club."
