Terrorists are planning a "Million Militia March" on DC from Jan 17 to Jan 20. They claim to have enough armed militia attendance that no army could stop. They will likely arrive in groups that trickle in from now to the planned actions so they cannot be confronted as a recognizable group while they arrive.

They are determined to occupy all of DC and shut down government operations until they force the nation to accept Trump for a second term.

This is not the atmosphere for Biden to be visible on a stage in the open while being sworn in. It could be done in a safe, undisclosed location and shown on TV and online.
