Lisa Rubin: "Another potential issue, as flagged by my colleague @Jordan_S_Rubin? The Federal Tort Claims Act expressly disallows punitive damages. It's not clear to me how Trump gets around that re: his claimed $100 million in punitives, although I am happy to be educated. FIN."
