Wisconsin voters rejected two ballot measures Tuesday that would have given the Legislature greater control over how the state spends federal money.

Some see the vote as a way of beating back a politically motivated attempt by Republicans to restrict Evers’ powers. And some opponents worried there would be practical effects for communities in emergency need of federal help.

The first of two constitutional amendments would have clarified that the Legislature does not delegate its power to decide how money is spent simply by passing a budget. The second would have prevented the governor from determining the use of federal money without the Legislature's consent.
