Scott Walker did when he was trying to make the State of Wisc into "a wholly owned subsidiary of Koch Industries." Walker busted their unions BUT kept and protected/further empowered their Police Union(s). It's textbook Repug, probably even enshrined now w/in the pages of Project 2025.

I didn't know that this is such a close race,based on reading your other post. OMG Nebraska... Wonderful news!
