Wilkerson is right in the sense that Bush and Cheney didn't come to Powell and tell him, "We know for a fact that Saddam Hussein has no Weapons of Mass Destruction whatsoever and so we need you to go to the UN and lie about it."

But he knew that the evidence was sketchy and some of it was even obtained by torture. He still went to the UN and made the case for a war that was against his better judgment. No it's not an outright lie, but it's just as bad.
