I doubt there will be any positive change in that place. My hometown has the same kind of good ol' boys network in place and it is not going anywhere. The town next to us still denies racism caused all of those people to die in a locked chicken processing plant that caught fire, even after Jessie Jackson himself came here to shine a light on the severe racism that is rampant in local government. Local resident after local resident told that the reason those fire exit doors were locked was because they claimed the local black community would steal the chickens. Yet, the locals in charge still claim otherwise. They openly excluded Jessie Jackson from all of the ceremonies, despite objections from residents. Small towns like that never change. Ever ever ever.
