Trafficking unquestionably proliferates under illegalized prostitution. Trafficking has more to do with pandering, which should be illegal in most instances and highly regulated in others. One of the reasons trafficking proliferates in the first place is because the prostitution trade is forced underground by laws that make it illegal.
