An Islamist party was about to win the parliamentary elections, but at the start of 1992 the military basically took over, stopped the elections, and has not held totally open and free elections since.

The situation in Egypt is nothing like France, Germany or other European countries. It never had a full democracy. Morsi is no more pro-democracy (probably less so) than the Islamic parties he led the coup aginst.
