The public have a lot of confidence in the military and not much in government, and military figures don't have to listen to the politics of the moment, so they are free to express a frank opinion.

Israel has a proportionally representative system that never provides a mandate for anything and which forces politicians to chart a political course through more than half a dozen pet constituencies in order to get anything done (the religious, the hardline right, the settlers, the largely white wealthy elites, the largely Sephardic working class, the military, etc etc)

There was a pretty good doco made featuring all of the former heads of the Shin Bet talking a great deal of sense:-
