That represents the credit card fee that you mention. ActBlue does not receive any money from you unless you decide to tip. If you're going to donate via credit card, then you're going to have to pay a credit card fee. If candidates did not offer the opportunity to donate via credit card, then their fundraising would drop by much, much , much more than the percentage that the credit card fees represent.

Saying that "if everyone donated via check, then Democrats would have 4% more money" is a complete fantasy. If online donations weren't available, and people could only donate via check, I'd hazard that donations wouldn't even be 20% of what they are now.
