7. My rule is if they are creatively costumed, I don't care what age they are. I reward them well with candy.

If they are over 15 and barely made an effort, they still get candy just not as much. The best costumes I remember from when we lived in a popular neighborhood for trick or treaters we got a group of late teens each a character form the wizard of Oz and all had really done a fantastic job.
