9. This is excellent news for New Yorkers - and that it's being promoted by prominent Dems is great!

Coincidentally, I read this editorial in my local paper today which lists the limits that I hadn't known about before. I was hoping this would help my friend who has returned to college in her 40s, made the Dean's List at community college and plans to enter a Master's program next fall. But since she didn't do this in only 4 years - and isn't just out of high school - it appears she doesn't qualify. Bear in mind, I live in a Republican area.
