That's what makes them so dangerous. I was surprised to see them described in the excerpt as a lobbying group -- because the last I knew they were a non-profit that had to strenuously deny they were engaged in lobbying (even when they were). Maybe they've dropped that pretense. But either way, their real function is to turn right-wing think-tank position papers into bills at the state level and pass them along to their members.
