1. Except that hydrogen isn't an energy source

So long as Japan is importing massive amounts of oil/gas for electricity generation (and thus any hydrogen extraction), this isn't a dramatic shift from just using gasoline.

If they instead continue the restart process on their nuclear reactors and return to construction of new reactors (as appears to reenter the conversation)... then it could start to make sense.
