and that's why government needs to do what private industry does - get the land around the stations before the system is laid out so the public gains the profits of the land value increase and offsets the cost of the development.

Unfortunately, in the US, that will never happen. Brightline did it but government doesn't know how to make it work when politicians make decisions and voters have to approve it.
