About outdoor cats and feeding feral cats. Maybe a visit from a official explaining the laws will change their behavior, and you can avoid a confrontation.
I've done this with other issues (like green pools and parking cars on yards) with my neighbors, they probably don't know who called and it took care of the issue.

Maybe, but I did surprise two cats while they were feasting on garbage a few days ago

We have ferrel cats, therefore no birds or squirrels. I'm afraid of them to try to trap them.

My dog weighs a whole 6 pounds and the cats just look at her and don't move a muscle :)
