2. Sounds like littering to me.

Maybe we can get American companies on board with this idea. They could combine forces, say cigarette makers, candy bar companies, some bottled water purveyors etc. They could put all in one box, explode it to get good dispersion and future astronauts could feel right at home as they cruise over the moon.
The corporations could probably find a way to write it off on their taxes with a little help from their servants in congress.
Just being a tad sarcastic.
