He knows what that means and what it would be saying if the most powerful man in the most powerful position were to come right out and say he thought the whole process was rigged and broken, regardless of what he believed happen.

Maybe he believes it to a fault, but I think that's what's happening. Its the same reason he said Trump should be "given a chance". Do any of us really think he REALLY believes that?
