What the hell does "no later than 25 days before" mean? Is 30 days before later, or earlier than 25 days before? If I change my affiliation 20 days before the general election, will the form NOT be deposited in a sealed enrollment box?

I was a Green for a while because the Democratic party went to the right -but became disenchanted with them. I figure they are going nowhere in this country during my lifetime. I switched back to Dem. last March 2015 so I could vote in this year's primary. The deadline to do so to vote on April 19, 2016 in NYS was last October 9, 2015. My interpretation is 30 days before is OK but 20 days before is not. It's a good question what happens to your change of registration if you miss that convoluted deadline. Bad voter!
Yeah it's a horrible sentence but worse than that - Kafka would love it.
