LONDON, Jan. 19 (UPI) -- The British government admitted Wednesday it is failing to lift ethnic minorities out of poverty.

A Home Office document states: "The scale of disadvantage experienced by black and minority ethnic communities appears to have changed little."

Research found two-thirds of ethnic minority Britons still live in the poorest neighborhoods, compared with 37 percent of white Britons. Investment in the worst areas has done little to tackle the problem, the document says.

Pakistanis, Bangladeshis and blacks are the worst hit, with significantly lower levels of employment than whites, while people of Chinese and Indian origin have higher employment rates.
