I can't remember any planes being shot down over US air space in my life time, but scrambling a jet for a look see is so common. About 100 or more a year were sent for a look see in the 10 years before 9/11.

That 4 planes were off course and not responding to air traffic control and none were "look see'd" is beyond the realm of believability.

They were almost certainly ordered to "step down" or SOP would have been followed.
