As soon as I saw the story, I was strongly reminded of the scene in AotC when Palpatine delivers his speech to the Senate where he accepts "emergency" dictatorial powers and promises that he will lay down his powers as soon as the war is over.

Bush does not need any more powers. Maybe if he had come home from his goddamn vacation before the hurricane hit he might have been able to help marshall a better emergency response -
