1) A back-up supply when things get scarce.

2) It will be incredibly VALUABLE $.

So we go in there, drop down the production of the oil, whether it be true or artificial, and then sit on it for a few years. Oh, by the way, we put our own stool pigeon in charge of the Ministry of Oil, since we couldn't set him up to run the whole country.
