They probably expect riots to break out after the trial and are trying to minimize losses. There's a lot of Iraqis who want to see Saddam bite the big one, and if he doesn't they're going to feel like they were denied justice. The rest will riot because it's a national pasttime and they have a lot of reasons to be pissed off.

In any case, they probably want to see as little loss of life as possible if and when riots break out. Can you blame them? It isn't exactly Sesame Street over there.
