That way if something does happen, they can say, well we tried the best we could! You can't have all these Orange alerts and look like you're not doing anything about it. The bad thing for them is that there are no arrests yet either. I'm surprised the order hasn't come down to detain some random Frenchman indefinitely on suspicion of links to al Qaeda.
