2. It's the War on Terror
Bush and Co are too tied up in Iraq, Afghanistan, Israel, and potentially Iran to pay any attention to Latin America. As a result, the foot is off their necks, and they can run their own countries, and do it a damn sight better than the US and IMF and other instruments of coercion ever did.

Suddenly, all the nation-building resources and information can be used.

The one exception is Haiti, sold to a wealthy ex-pat who hooked up with BushCo in (where else) Texas, and exchanged dollars for his own little kingdom. Although BushCo is having trouble delivering.
