I think an actual action is a greater evil.
It's really pretty clear to me.

Take a more ambiguous example.
If you see a drunk get in a car and don't stop them and they hit someone while driving and kill them, you are not as guilty as they are -- either legally or morally.

I'm not saying that you don't hold some responsibility, I'm saying that your responsibility is not as great -- in answer to this question -- So, why was it you don't think a voice of silence in the presence of evil is as bad as the hand of evil?

It's really just common sense actually as far as I am concerned.

Also truth is not a thing that has to do with majority opinion and finding enough people to agree the way you seem to imply, perhaps "truth" does though.
