This doesn't actually say he graduated from high school, but I doubt he could have qualified for a school board seat if he hadn't.

While Moore was briefly a student at the University of Michigan-Flint, he dropped out to focus on activism, and began his career...at the Flint Voice...an alternative weekly newspaper...
But what the Cheney difference would it make if he hadn't finished high school?
